Dear Kuwaiti Scholars in the United States & Canada:

In our continuing effort to improve our services to you, we have made a number of administrative & organizational changes within the Cultural Office.  There are now two major academic divisions within the office: the Graduate Department and the Undergraduate Department.

Dr. Fatima Nazar is the Cultural Attaché in charge of the Graduate Department serving graduate scholars sponsored by the Civil Service, Kuwait University, The Public Authority for Applied Education & Training (PAAET), Kuwait Institute for Scientific Research (KISR) and all graduate students sponsored by the Ministry of Higher Education

The Cultural Attaché (to be appointed) responsible for the Undergraduate Department serving undergraduate students sponsored by the Ministry of Higher Education Department under the following sub-sections:  Ministry of Higher Education scholarship, Private students, Merit and Special scholarships (private companies, agencies & charitable foundations), and all undergraduate students sponsored by Civil Service, and Public Authority.

The Cultural Counselor (to be appointed) has overall administrative responsibility for the Cultural Division with direct oversight of the Accounting, Administrative & Information Technology Departments.  The counselor will be responsible for policy matters, strategic planning, and outreach to U.S. universities and educational agencies.

A director had been appointed to each Division:  Dr. Parichehr Navai is the Director of the Graduate Department working directly with Dr. Nazar on the supervision of that department; Mr. Issam Lenghi is the Director of the Ministry of Higher Education Department.

In order for this plan to work efficiently, you are requested to take the following steps in contacting the office:

a)      Call your academic adviser first.  The adviser has direct responsibility for your file & should be able to act immediately on your request.

b)      If the academic adviser is unable to respond to your request, please contact the appropriate director.

c)      If you feel your case has not been adequately addressed, you may then contact the appropriate Cultural Attaché.
