Dr. Fatima Nazar is the current Cultural Attache with oversight for all the Undergraduate Department serving undergraduate students sponsored by the Ministry of Higher Education Department under the following sub-sections: Ministry of Higher Education scholarship, Private students, Merit and Special scholarships (private companies, agencies & charitable foundations). In addition, Dr. Nazar is responsible for all undergraduate students sponsored by Civil Service, and Public Authority.

Dr. Nazar earned her Ph.D. degree in Early Childhood Education from University of Miami, Florida in 1989; an M. A. in Education from University of San Francisco and B.A. in History and Education from Kuwait University Womens College, Kuwait. She joined the faculty of Kuwait University, College of Education where she earned the position of Associate Professor after publishing Nationally and Internationally.

Dr. Nazar received an award for Outstanding Teaching and Performance for the Academic Year 2001-2002 at Kuwait University.

She has held a number of positions in Kuwait: Director, Master Program for the department of Foundation of Education; Chairman, Department of Education, College of Education, Kuwait University; Consultant for the Committee of Children and Motherhood, Committee of Social Services, Higher Planning Council, General Secretariat, Ministry of Planning of Kuwait; Assistant Coordinator of the Monthly Book Project for Children; Coordinator of Sheikh Abdullah-Al-Mubarak Al-Sabah Project for Children and War; Member of Committee for Training Social and Psychology Worker; Assistant Director of the Gifted Program; Coordinator of the Teacher Training for the Gifted Program; Member of the Secretariat General for Special Education, Ministry of Education of Kuwait; Member of Committee for Reforming and Development of Public Education of the State of Kuwait, Futuristic perspective for the educational system restructuring the public education, Committee for developing the science creation center for children, Executive office for the establishment of Womens College at Kuwait University.

She is also a member of various professional organizations and NGOs including The Japan- Kuwait Cultural Dialogue; Citizens for Free Kuwait, Washington, DC; National Association for Young Children Education; World Organization for Young Childrens Association; Kuwait Society for the Advancement of Arab Children.

Dr. Nazar's primary area of interest is Social/Cultural Aspects of Education, Early Childhood Studies, Women Studies and volunteerism.
