Dr. AhmadAlloughani is the current Cultural Attache with oversight for all the Graduate Department serving graduate scholars sponsored by the Civil Service, Kuwait University, The Public Authority for Applied Education & Training (PAAET), Kuwait Institute for Scientific Research (KISR) and all graduate students sponsored by the Ministry of Higher Education

Dr. Ahmad Alloughani earned his Ph.D. in Educational Psychology from Birmingham University, England in 1998, and a Master Degree in Academic Counseling and Educational Administration from University of Dayton in 1984, and BA in Psychology from Kuwait University.

He held a number of positions in Kuwait:
- Social Advisor at the Center for the Elderly- Ministry of Labor & Social Affairs.
- Social Advisor at the Youth Center, Ministry of Labor & Social Affairs.
- Psychological Specialist Ministry of Labor & Social Affairs
- Guidance Counselor at the Social Services
- Director of the Juvenile Delinquency Department, Ministry of Labor & Social Affairs
- Counselor of Psychological Consultation at the Mousawi Center
- Vice Chairman at the Department of Education of Psychology, College of Basic Education.
- Faculty Members at the College of Basic Education.
- Head of Implementation Department of Curriculum Development at Public Authority
For Applied Education and Training

Dr. Alloughani served as a Kuwaiti team president to set teachers qualifications for the collective countries of the Gulf Corporation Council Countries in AlShareqa, UAE.2004, and was a member of many committees in Kuwait and the Arabian Gulf countries

Dr. Alloughani has published many researches relating to student affairs:
- Prediction of the student with regard to changeable initiative for better production at the College of Basic Education,
- Evaluate initiative at the Ministry of Awqaf and its effect on applications in some Kuwaiti Schools.
- Directive of Elementary students, attitude toward teacher's gender.
- Member of a special committee, responsible for examining the requirements of students with special needs where guardians are not involved in their education who are under the care of the Research Center at the Ministry of Higher Education.
